Tier 2 ICT application date

Dear Friends,
I have been in the UK for 5 years (1 year on Tier 2 Intra Company Transfer + 4 years on Tier 1 General migrant). I am planning to apply for ILR. The rules state that my Tier 2 ICT stay will only be considered if the Tier 2 Intra Company Transfer visa was issued under the rules prior to 6 April 2010.

Here are the details:
1) Visa start date: 8/4/2010
2) Applied from outside UK
3) Arrival date in UK: 25/4/2010
4) Visa stamp shows VISA TIER 2 (INT COM TRAN) MIGRANT" followed by the CoS number

I have 2 questions:
1) What is the best way to confirm if the visa was issued pre 6 April 2010 ?
2) Which date is considered for the rules to be applied - date of application or date of fees payment or date of Biometric appointment?

a SAR request

2) Which date is considered for the rules to be applied - date of application or date of fees payment or date of Biometric appointment?
for overseas applications the date the visa fee was paid is the date of the application

Please help.
