Tier-2 ICT to FLR(M) switch

Hi,

I recently got my ILR approval and will be getting married this year to someone who is in the UK on Tier 2 ICT as Long term staff. His visa was granted in March 2019. Please can you advise on below:

1. After marriage, can he switch his visa from Tier 2 ICT to FLR (M) while being in this country?
2. Will he have to go back to home country to satisfy any cooling-off period?
3. Will he be able to work on a permanent or contract basis while being on FLR (M) visa
4. Are there any other restrictions that we should be prepared for

Any Home Office policy guidance reference about the switch would be very helpful.

4. If either of you earning at least £18600, have uncrowded accomodation and he has uk degree/A1 ielts test then there will be no issue.
