you cannot switch in-country, you would have to apply from your home country after 12 months cooling-off

once she is T4 you can switch if you meet the requirements (quite complicated). Read the PBS Dependant policy guidance para 32 onwards

3) From Tier 4 dependent can i switch to Tier 2 general (in UK or from my home country). Is this possible? or still the cooling off period will apply?
you can switch in-country but will need a restricted CoS (no cooling-off)
4) I really don't want to miss that offer, Is there any way around to take up that offer (mentioned in point 1)? please help..

yes - note that £35 k salary is required at the time of ILR applications after April 2016
