Tier 5 switch to Tier 2 Dependent

Hi there,

My husband and I are both currently in the UK on tier 5 (youth mobility) visas, which are valid until May 2020. My company is sponsoring me, so I will be travelling back home to Australia to apply for my Tier 2 visa in March.

My question is about my husband's dependency visa:
1. Can he apply within the UK, switching from his current Tier 5? The rules for the Tier 2 dependency seem to suggest this is okay, as he's not on a visitor visa.
2. Can he apply a few months after me, once mine is approved and I am back in the UK?

2. Yes but he must apply before his tier 5 visa expires.
