TIER 4 to TIER2 DOCUMENTS

Hi,

Below are the documents planned to submit for my friend who is trying to switch from Tier 4 to Tier 2 general. He has received CoS and planning to apply in UK.

1. Passport
2. Cos with maintenance certified
3. UK Naric - English language proof (Claimed with UG degree)
4. BSc degree certficate from India
5. UG Transcript and marskheets
6. Tier4 BRP
7. UK University confirming completion of MSC course. (No Degree Certificate / Marksheets available)
8. Police clearance from India
9. DBS
10. NI Letter
11. IHS Payment

Questions

1.
Can someone who has Tier4 to Tier 2 switch experience list any other obvious documents missing which is a must.

2.
Should he pay IHS of £1200? I am pretty much sure he has to pay IHS when switching to tier 2.
But my friend is skeptical and feels he needs to pay only £150 :-) Just want to get it clarified.

3.
He has Cos issues in Aug mid expiring by Nov mid. SInce his job shifted into shortage occupation in Oct, i have advised him to get a new CoS document as the CoS is nearing expiry and he could take advantage of shortage fee. - Am i right?

He has to pay IHS of £400 per year, so BN if his cos is for 3 years, he has to pay £1200. There is no exemption or reduced rate simply because he is switching from tier 4.

One more query.

The Cos Expiry is Nov 14 2019.
If he submits the application and pays the IHS and application fees TODAYand secures the bio-metrics appointment after Nov 14 2019 say Nov 20 is it fine? Will the visa application be considered valid
