My Croatian partner wants to move to the UK with me

Hello everyone,

I am a German citizen moving to the UK soon.
However, I would like to bring my partner as well. He is Croatian, so he would need to get the purple certification in order to work in the UK. This is a bit tricky because he does not have a company in the UK which can sponsor him.
If I bring him as my partner, would he be allowed to work without the purple certification?

If anyone has any info please let me know it would be highly appreciated since I am very confused and have no one to ask these questions to.
