Switch to Tie 4 from ICT Tier 2 dependent

Hello,
My wife who is on ICT Tier 2 dependent visa is planning to get her masters in UK starting Sept 2019.
Does she need to travel back to her home country to apply for Tier 4 visa or this can be switched within UK. Previous searches in forum shows one has to apply from outside UK however, the official Uk gov site do mention but not sure if its for main applicant.

Switch to this visa
You may be able to change (switch) to a Tier 4 (General) student visa if you’re in the UK under any of the following visas or schemes:

Tier 2 (General)
Tier 2 (Intra-company transfer)
Tier 2 (Minister of religion)
Tier 4 (Child)
