Tier-2 Visa application decision-time question

Hi,
I have a slight confusion. I've applied to switch to Tier-2 General visa from within the UK. My application was made on June 19, and fees paid on June 19 as well. The biometrics appointment was on July 3. This was a standard application, so 8-weeks is the timeframe mentioned.

How long it takes
Decisions are usually made:

within 8 weeks of your application date if you use the standard service
within 5 working days of your UKVCAS appointment if you use the priority service

Can someone confirm that 8-weeks start from June 19, or am I understanding this wrong?

HO only start looking at your application once you have enrolled biometrics and UKCVAS have sent them your uploaded documents.

If I'm counting it right, 8 weeks from 3rd July means August 28th? I haven't heard anything back yet. Should I be worried now? Is there any place I could contact and get any info on my application?
