EU Citizen Residency & Citizenship for Ireland

Hi,
if an EU citizen is away from Ireland for more than six weeks in year and does not receive any passport stamps and is still paying rent on their apartment, how can it be proven that they have left the country or not when applying for citizenship?

Department can check flight registration and check-ins. You scan your ticket every time you enter airport.

How do they differentiate if people have same name and nationality?

That information is all contained within your air ticket and airlines!!
