Spouse visa extension -financial requirement not met

Hi

my friend is British national .His wife is applying for spouse visa extension .Basically he lost his job 3 months ago and he is not able to find a new job yet. Due to this he will not meet the financial requirement of £18,600.He is receiving universal credits .
Wife is applying for fee waiver but there are a question and need guidance which option is best for her

option 1
In which category will you be applying for further leave to remain?
as a partner or spouse, under the 5 year route, where you do not need to meet the minimum income threshold because your partner is in receipt of one or more specified benefits


option 2
as a partner, parent or dependant child based on your family life or private life in the UK, under the 10 year route


will universal credit will fall under specified benefit ?

what is best option to choose to apply for fee waiver .

Specified benefits are clearly detailed in the rules. It is not general universal credit.

It is specifically disability, pip or carers allowance.

If applying for a fee waiver and not meeting the financial requirements, it will be FLR FP 10 year partner route.
