Tier 2 General 2136 SOC code, any restriction for dependent to work?

I would like to understand, if I am sponsored with Tier 2 General visa (2136 SOC) will there be any work restrictions for my dependant?

Any work permitted EXCEPT a doctor or dentist in training or a sports person.

Each code of practice includes the minimum salary, and the lower "new starter" minimum salary. There is no maximum salary.

From the link shared these are the salary rates I could see and I am close to 5 years experienced so does that mean if I am offered less than 32,600 GBP will my visa be rejected?

Salary rates:
New entrant: £25,000
Experienced worker: £32,600

The higher rate normally applies, unless you are under 26 when you apply, or you are switching from Tier 4 to Tier 2 within the UK, in which case you are a "new entrant".

My age is 26 and 4+ years of experienced . I am switching from TIER 2 ICT dependent to Tier 2 general(SOC 2136) . In this scenario if I am offered around 31k as salary , will my general visa be rejected ?

You are not a "new entrant". An employer can only issue a Certificate of Sponsorship for a job that meets the standard minimum salary.

I assume you know that you cannot "switch" within the UK and that you will need to apply in your home country.

As suggested I will apply from my home country.

After collecting my BRP card in the UK, my husband will switch from TIER 2 ICT to TIER 2 General dependent. My question here is, what are the documents required for my husband to apply for visa within the UK? Will NOC letter be required from my husband's employer while applying for dependent visa?

You need to read the guidance for applicants for both Tier 2 and PBS Dependant visas

The applications are designed to not need support from a legal professional, but given how many questions you have about quite basic aspects of eligibility for both visas, you would probably benefit from professional advice. It may be available through your Tier 2 sponsor employer.
