1. To be safe, it should be June 2019 as the immigration rules specify that you have to have been living together in the UK for 5 years. My sister is on tier 1 visa and her second half is her dependent. Sheis eligible for ILR on 5 years route in feb 2019. She has valid visa till October 2020.
I have two point to get valueable advise.
1- her dependent came to uk in june 23 in 2014 and he got visa in April 15 in 2014. Which date we can use his ILR. The visa date or uk entry date to qualify for ILR 5 years counts.
2- can we use the new premium service by paying £610 extra for applications. As when i check home office website for online it says we can pay extra for expedite service however when i tried her fo online it doesn’t show at the end of application this new fast service £610 extra. Anyone know why is this not shown when we are trying to pay the fee for premium service.

You have to apply online now with the new service. The standard time is 6 months. But there are many cases where ILR via Tier 1 is approved in 2-4 months. do you know how long it will take for main applicant to process application by post as there is no super priority service available.?
would it take same as extension application over 12 months??/
Are you Tier 1 Ent? Were you interviewed at extension stage? Were you sent a complex letter at ILR stage?
So then as per HO, your case is complex to them. My extension was straight forward to me but it took 16 months for HO to decide as per HO it was complex. I hope you get your ILR soon.
Really. It is long time man. I would say this is unbelievable that your ILR file is pending that long. please keep me posted if you hear something from homeoffice. good luck
