Prescription charge exemption and no access to public funds

Hi

Can you please tell me if applying for prescription charge exemption (medical) violates the NO PUBLIC FUNDS condition on a residence permit.

For context. If a person lives in the UK on a Tier 2 PBS dependant leave to remain that stipulates no access to public funds, and the person was diagnosed by the NHS with an illness that qualify them for prescription charge exemption (medical) and was advised to fill in NHS form FP92A. Can getting prescription charge exemption preach the conditions of their stay for immigration purposes.
