My job offer is withdrawn. It's been 13 weeks in total, yesterday the Home Office Decision Making Centre emailed to say my application hasn't been straightforward and extended checks are needed. No time scale can be given as to when a decision will be made. They are only telling me this after 20 working days since the escalation and numerous times of follow ups made. Opportunities like this don't come easy and they just ruined it. I never thought any immigration would be tormenting applicants like this.

They did not mention what sort of checks. It was an ICT visa, couldn't have been more straightforward since no proof of English proficiency or criminal record is required. I was offered a Financial Analyst position and the hiring employer just couldn't wait any longer since it's been a long time. ICT means you are working for a sponsor in your home country and they are sending you to their branch/client in the UK but the your current employer sponsors you. My current employer and the UK employer are intercompanies with different legal entity names, but share the same parent company in the US. It is the UK employer that sponsors me, not my current employer. The UK employer engages an external solicitor to advise on the suitable visa type and help with the online application submission. You know what, you could be right. My case is very unusual to the external solicitor too. They said they have not experienced such a delay before and they couldn't explain or advise why. The reason ICT was chosen was because the UK employer was worried I wouldn't be able to pass the RLMT for a Financial Analyst job. To lower the risk, they went for ICT instead, since it doesn't lead to settlement, should be easier to get a visa approval. But then again, you're saying the current employer should be the sponsor, even though it's based outside the UK?

1. Overview
You can apply for a Tier 2 (Intra-company Transfer) visa if:
your overseas employer has offered you a role in a UK branch of the organisation
you’re from outside the European Economic Area (EEA) and Switzerland
you meet the other eligibility requirements
Getting sponsored
You need to be employed by a licensed sponsor to apply to live in the UK.
Your sponsor checks that you can do the job they’re hiring you for and if it qualifies you for a visa. They’ll assign you a certificate of sponsorship to prove this.
They must also give you other information you need when you apply, for example how much you’ll be paid.

There is a seperate application form for tier 2 shortage occupation namely tier 2 shortage occupation general visa, although the forms are exactly the same , but I fear it may has caused a delay. Yes, I have tried GWF number, IHS as well but no luck. Is there any restrictions that this link results from UK only. From my experience, the system will only recognize your GWF number only when it is "decided".
In other words, it is still pending for the ECO's consideration.
