Hi ,
Could a dependant of Tier 4 visa register a ltd company in the UK or Register as self employed?

Any visa condition that restricts what work they can do is printed on their BRP. The only restriction in the immigration rules is shown at paragraph 319D(b)(v):

no employment as a professional sportsperson (including as a sports coach)
