Tire 4 visa refused, after judicial review,reconsideration and pay cost offered upon JR withdraw.

I have got a situation here as my sister applied for tire 4 student visa and got refused on October 2,administrative review filed and decision maintained after withdrawing few reasons November 13, 2019.Judicial review filed 6th feb 2020 and received a letter stating ho agreed tl reconsider the refusal in 3 months absence in special circumstances and pay the cost. What does it mean?is it a positive sign?what should we do?thnx
