WHM Business Set-Up

I am here on a WHM for 2 years finishing March '10. The rule states 'The restriction of engaging in business does not rule out all self-employed activity, where it is temporary in nature, and does not involve recruiting staff, investment in premises, etc' I have scope of getting some moeny paid to me by doing pc-repairs and mobile repairs, on a small scale. Can I register this as a business, without commiting any offence with my visa restrictions?

According to that quote then yes.

As long as you don't aqquire a premisies for the sole use of work or hire-staff / sub-contract you shouldn;t have too many problems. Just make sure you pay your Tax an NI! or else they will get a bit moody.
