Van Der Elst Visa

Hi, i was seeking some advice or insight as to how to apply for a Van der Elst visa.

It seems nearly impossible as to finding any information, or online application form, or any type of link to apply for this type of visa.

Please if anyone has any information of how to apply for a Van der Elst Visa, Kindly let me know regarding this.
