What is the relation to the EU citizen of the non EU family member?

Is the EU citizen British or only other EU citizen?

A non EU citizen can't sponsor a family member under the EU rules. Only an EU citizen can.

Only the EU citizen can sponsor someone and will have to prove dependency.

Doubtful that your step mother will sponsor your mother.

Provided stepson is under 21, a relationship of dependency will need to be demonstrated.

Stepson is non EU citizen and wants to bring his mother. Stepson is dependent on father's new wife who is an EU citizen.

Thanks Char, I follow now.

It is unlikely to succeed, unless it is a Baubast case, where the non EU child is in school and dependent on mother who is the divorcee, and the EEA national was a migrant worker at the time the non EU was in Education.
