help - need a visa to enter France for 30 days

A friend has applied for, and been denied, a Schengen Visa to enter France for a period of 30 days. She has sent an appeal to the correct authourites about 6 weeks ago but so far no reply has been received. Can anyone offer any help/advice please?

What was the reason for the refusal?
Char (CR001 not Casa)
