UK Referendum out of EU + Surinder Singh = ???

UK Referendum out of EU + Surinder Singh = ???

So imagine this scenario:

The UK does a Referendum by the end of 2017 as we all know, what if they get out of EU in 2018 on an official level.
what happens if some married couple got into UK after spending 4 months working in another Member State, to come to UK and do Surinder Singh, so they arrive in 2016, the non-EU receives Family Visa via Surinder Singh route, valid until 2021.

what happens to that non-EU family member in 2018, when UK is no longer part of the EU ?
-Receives a letter of removal from UK?
-Allowed to stay until the end of his/her Family Visa expiration in 2021, and then needs to leave?
-Will the visa be cancelled and he/she will have to apply via UK National law by making the EU citizen earn 18,600 pounds per year? (in case the EU citizen is a UK citizen)

and if we're on that subject, what happens to all other EU nationals who come in 2016 or 2017? will they have to go all back to their countries?
