The fact that they don't have to submit a passport is immaterial. As we all know, the Western European embassies make up the rules as they go along and if the French embassy wants to see the EU spouses passport and not their identity card, there's not a lot you can do about it. You can complain, threaten, etc but at the end of the day it might just be easier to submit the passport.Directive/2004/38/EC wrote:Your EU citizen spouse does NOT need to have or submit a passport.
