As withdrawal agreement deadlines passed a while ago plus you were not a British citizen and living in the EU at the time, I would expect you have to go through the same steps as other third country nationals - ie obtain work/study/etc visa.
depends on the visa; you're a nonEU citizen yourself, there's no distinction unless you're under WA, which is not the case.
WA isn't applicable for you as you weren't in Hungary as a UK national before withdrawal period ended.
This is not specific for EU citizens - national of any country, who can find a job with a licensed sponsor on a certain list in the UK, earning this salary or above, can get this visa. Skilled worker visa was in place way before WA.
That's the idea behind Britain leaving the EU, yes - EU nationals cannot come to UK and work/study as they please just because they're EU nationals, they have to go through all the same hoops as most other countries' passport holders do, which includes applying for a visa/getting a sponsor/etc.
Depends if whichever EU has a visa for this. You need to do some of your own research based on where in the EU you wish to go.
