The new NOC list has been published? If not, can I still apply on the basis of the NOC list published in 2008?

I am assuming you mean the new list of eligible occupations. If so, no its not out yet. Not sure when it will be, but if you qualify for an occupation on the current list, you would want to apply as soon as you can. The new list may add and/or remove occupations from the list. No one knows for sure, but rumor is that 0213 may be removed from the new list. So, I recommend that you apply as soon as you can as its list on the list.

Can I apply without IELTS? I heard that IELTS result must be submitted along with your first application?
