Visit visa application in India

My parents will be applying for a UK Family Visit visa in the next few days. I have been informed that a visit visa application has to be made in the state where one is a resident of.

Is this the case - If so, I don't see any rules like this in the VFS website ( I think the travel agent, has misinformed my parents

Make sure the correct form is completed as there were some changes from 24th April. Family visit visa has been combined with a few others into one visa. See link below :

https://www.gov.uk/standard-visitor-visa/overview

The visit visa has to be applied from the country of residence NOT the state or province of residence.
