Switching from Tier 4 to Tier 2- URGENT HELP NEEDED!

Hi All,
I'm planning to apply for switching my Tier 4 visa as well as my wife's dependant visa to Tier 2 via Priority Service next week (from inside the UK). I have a few doubts regarding the same, please do help me:
1. I'm a PhD student and was fully funded. I would like to know when we submit the No objection certificate from my previous sponsor, whom should it be addressed to? As I'm not booking for a Premium service, I will not know the visa office to which the application is sent right? or is there a way? I am based in Leicester
2. My new sponsor is A rated and has given approval for maintenance for me and any dependant so, should I submit a bank statement? If do, Can I submit a Savings bank account statement?
3. How difficult is it to get to the first 60 emails received on a specific day?
4. Do we sent the request on sharp 8.30 to get the slot?

These two points refer to a postal to premium UPDGRADE, which was closed on 22 November 2018.

The premium service same day system is also closed now, since 29 November 2018. You only have the option to apply using the new system, links below.

There is no longer a same day decision option either.

Thank you so very much. I had no clue that the application process has changed. So now there is no priority postal service?

If you read the link and services offered, it explains the services, such as Super Priority, etc. Most seem to get approval within 2 weeks from date of appointment.

Hi,
I filled out my application today and it is still showing that we can choose between the previous or the new service. Why is it so?
2.And in the new system, is there only two options? Standard and Super priority?
3. Does anyone know when the NHS surcharge increase is going to be in effect?
4. Is universities considered international funding agency?
