Applying on Tier 2 General after ICT cooling off period

Hi,

I was on Tier 2 ICT long term visa previously and left UK on 10th March 2018. Now I have an offer to join in UK on Tier 2 General.

Can I apply in Jan/Feb 2019 with a joining date after 10th March?

Will I have to make an application only after 10th March 2019?

You can only apply once the cooling off period has passed.
