PBS Dependant - Partner - IHS Surcharge

Hello,
I have applied for a tier 2 general UK visa two days ago. Everything was OK.
When I tried to do so for my dependents (my wife and my son, 16), the IHS site asks for 1584 USD (double of mine, 792 USD) for the that while everywhere is mentioned that the new IHS fee is 400 pounds per year. Can anybody make some comment or advice on this? I guess I wrongly answered one or more questions after being redirected to IHS website for payment but not sure where.

How long is your CoS for and visa application for?? USD792 seems too LOW for Ihs.

Are your shortage or non shortage occupation?

Is it asking for USD1584 each??

A1. It was originally for 18 months but now, with two months delay, is for 16 months.

Q2. Are your shortage or non shortage occupation?
A2. non-shortage

Q3. Is it asking for USD1584 each??
A3. Yes

Q4. Have you selected the correct visa form and category for your dependents?
A4. I've just selected the link sent by the university office to me. Cannot remember exactly about the category of dependents i selected right now.

Did you select the "upto 3 years" option?

A5. I guess there should be no problem with this.

I prefer not to pay (actually somebody else is paying for me at the moment).

I cannot recall well what was the details done on the IHS website in my case but when I use a calculator from the UK.GOV site, there are 3 choices. one of them should be selected:
1. my wife or my son are alone (not correct in the case of my dependents)
2. There are dependents on my wife and my son (which is not correct). They both dependent to me.
3. They're going to join somebody who already is in UK (I am not still in UK).
I think here might be the problem but not sure.
