TIER 2 Dependent Visa Extension Queries

Hi,

I need to ask a few questions about my wife and child's visa extension, who are currently on dependent visas. Just to give some background:

I got my ILR in January 2019 after completing 5 years on Tier 2 (General) visa. I got married in 2018 when I was on Tier 2, and my wife got her PBS dependent visa until end of 2019 (based on my Tier 2 expiry time). We had a baby in March 2019, who was born abroad, and he also got a PBS dependent until end of 2019. Now both dependent visas are expiring in December for an extension of three years each. My questions are:

1- How early from expiry we can apply for extension? We can apply anytime now, but is there a maximum time before expiry of visa, before which we can't apply?
2- My wife cleared basic English Language Test for her dependent visa which she got in June 2018. Does she need to re-take the exam this time again?

For the above two questions, please if you can also share the link to the gov websites, that will be much appreciated.

1. You can apply at any time when you meet the requirements and maintenance funds. It will be a 3 year extension.

2. There is NO requirement, and has been no requirement, for PBS Dependents to prove they meet the English language requirement. The previous test if she submitted it, would have been disregarded completely as it is NOT required.
