What is the difference in appeal and RM

Hi,
My wife applied recently for naturalisation which was refused.the letter say you can not appeal but you can apply for reconsideration.questions is what is the difference between the two and if we apply for reconsideration what are the chances of successes.

What were the reasons for the refusal?
Char (CR001 not Casa)

Hi,
665 days out of uk due to medical reasons instead of the normal 450.
