British passports for my minor daughters

My daughters aged 2 and 4 were both naturalised couple of months back.

I applied for their passports together via post office check and send service 30th April 2014. Today i got back my younger daughter`s passport ONLY via DX delivery service.

So Is is normal to recieve all children`s passports separately even when we send their applications together? as i though that i would be recieving both passports together....

Each passport application is independent and processed separately, even if they were submitted and applied at the same time.
