No as the registration certificate is not a travel document. He will either need a British passport, a visa or a Certificate of Entitlement stamped in his foreign passport to be able to enter the UK.Can he travel with NM1
Yes you can, but it is still processed in the UK and the waiting time from India is long.can he apply British passport while he is in India

For a immigration visas yes. For an entitlement (child born in the UK) British Citizen application on MN1 it should not be an issue. Best way is apply for settlement visa.

Passport - can take up to 16 weeks as it is processed in the UK
Certificate of Entitlement - not sure of the timescales from India, but expect it will take a few weeks.
