English test

My child is under 16 by the time of application.
Not too sure he needs English test and Life in UK Test for citizenship??
I read as I understand that anyone who obtained the ILR after 2013, these two tests are exempted for children under 16.
Sorry, it is slightly confusing to me.
Pls kindly help

Applicants UNDER 18 do NOT require English or LIUT tests.
