It can take a couple of weeks. They are sent out in batches roughly once a week. You were only approved on 3rd July.

Me and my partner got approval emails from Home Office on July 3 and still nothing from council. Emailed them on July 14. They responded they don’t have anything for us yet.
According to Naturalization Timelines thread some people are lucky to get council reach out to them as early as 2-3 days. I wonder if 10+ working days is a norm or rather an exception?

I emailed Further Nationality Enquiries <FurtherNationalityEnquiries@homeoffice.gov.uk> and I got a response:
"We had a problem with the delivery of certificates to Local Authorities that has now been resolved, your Local Authority should receive your certificate in the next few days."
