MN1 form - child born outside uk

We are making MN1 application for my younger brother who is 13 years old and was born outside UK. One parent has settled status and other has pre settle status. My brother has settled status and living in the uk for more than 5 years. Is he allowed to register as British Citizen based on home office discretion?

I am not sure if both parents should have settled status or even one can have settled status and other parent has pre settle status.

Children born abroad can apply to register as British when one parent is also applying for citizenship and the other parent has settled status. The child also needs settled status.
