2. If I do glue the pictures onto the forms, can I scan the completed forms and send them to the referees? Some of them live in different cities.

3. Alternatively, do I need to handle everything manually and deliver the forms to each referee for them to sign?
No.
Ultimately, I should scan these forms to upload them to UKVCAS, right? Yes Since I chose the free service, I have to upload everything before our appointments. I'm not sure if it matters whether I scan the original documents that we print, or if the referees should scan the documents they need to sign and send them to me instead. Doesn't matter either way.
