Awaiting passport interview letter

Hi All
I have applied for an adult first british passport on the 28th of June, had an acknowledgement on the 2nd of June by SMS, and have been waiting for a letter with reference number so that I can book an interview.
Today I have received my documents back (DX Secure - with the DX Label dated 13th of July!! either a typo or they can predict the future!!).
I was under the impression that they would send the letter first and supporting documents are normally sent later (as I can see from timelines).
I tried to call the enquiry number to see if they can give me a reference number but they fobbed me off saying that I have to wait for the letter.
Just wondering if it is normal to get your supporting documents first and if there is any way I can book (or get reference number) without having to wait for the letter.
