Can children apply for registration

Good morning forum
Please can someone advise if 3 French born children can register as BC even though mother wa sborn in Hong Kong in April 1982 and just obtained her British nationality 5 years ago?
The children were born in 2004, 2005 and 2010.

They were all born in France but have moved to the UK August 2016

To shed more light on the matter, the mother is Pakistani ethnicity but was born in HK and was a BNO until July 2011 then she applied for renewal and got a full British passport.
The observation page states 'in accordance with UK Immigration rules she does not require entry certificate or visa to visit the UK, she has HK permanent identity card no. .... which states that she has a right of abode in HK.
Can secret.simon advise?

What are the children's immigration status in the UK? If they have
ILE, then they
may register under
3(
1).

They are French nationals

Oops. Forgot about that. Is their other parent with them? What's the other parent's immigration status? French too? Is their other parent a
qualified person in the UK?
They
may expect the children to wait until after they have acquired
PR.

The father is a French national residing in the UK, he is likely to have lost PR because he was absent for more than 2 years. The whole family recently moved to the UK to reside permanently in August 2016. The father He is working part time so I believe he is a qualified person.
Ive looked at the links sent Vinny, would they still apply in this case? I.e it being risky to apply. Is it discretionary, the children havent lived her for a year yet but they do intend to live here permanently as a family.
Also I take it that there is no issue with the mother's Bsh citizenship being passed onto children being abroad?
