MN1 online form Referee

Hi
I know people asking same question across forum but I can't find appropriate answer for this.
1. MN1 child need professional referee should be teacher,GP or social worker who work closely with child .
Question :
If school and GP refuse to provide reference what are the options ?
2 second reference anyone who know the child more than 3 years (over 25 and no criminal conviction )
Question:
Is this person should be British or any nationality who living in UK Is fine?
Can anyone clarify on the question above ??

Professional referee can be any nationality.
The other referee must be British.

Find someone else who is on the list of acceptable referees.

I spoke to head teacher in school and she happy to provide reference but can't provide passport no (British).
Is it problem ?

She can write 'available on request' if she wishes to.
