EU Settlement ILR and CSI

Hi ALL.
I thought this will help many other who are in same shoe as me. I am a non-eu family member holder of EU-Settled status and applying for citizenship. after filling all the information on the online form i am confused on this.
"If you spent some of that time in the UK as a student or as a self-sufficient person, and had comprehensive sickness insurance (CSI), a copy of your sickness insurance policy"
now if some one have a settled status and does have CSI mean they cannot apply for the citizenship. This is unfair and kind of discrimination to us.
