Counter Signatory Passport Expired for First Adult passport Application

Hi

I am trying to get counter signatory from my manager and he happy to counter sign for my first british passport .

But he advised his passport is expired and he didnt apply for renewal yet .

Can he able to counter sign for my passport application ? If he can able to provide , then he has to give the expired passport details ?

Please advise .

Countersignatures
The countersignatory must hold a current British, or Irish, passport.

Definition of "current"
The underlying principle is that we should be able to confirm the passport details on the system.

Expired passports
All expired old blues should be rejected as not being "current".
