What is the advice on applying without CSI?

I am wondering what the general consensus is on applying for naturalisation without having CSI coverage.
  1. Are people generally getting approved regardless of not meeting this requirement?
  2. Is it advised to explain the reason for not having had CSI coverage?
  3. Are there any changes on the horizon that may affect the CSI requirement?
Like many others, I simply was not aware of the CSI requirement as it was not needed or enforced in any capacity, but I feel like not being aware of the law is perhaps not a sufficient justification (although I feel this case is different). I am just not sure if it is a good time to apply right now.
