No you can't. You have to submit and pay online before you can book your appointment.

Once you have completed and submitted your application on the relevant gov.uk website, you will be directed to UKVCAS website where you will book your appointment and also upload your documents

Can u plz give me more help
Whats the file maximum size in mb or kb ?
How much mb space provided by ukcas ?
And which format of file ho accept ?
Like pdf or image or something else ?
