ILR for Tier 2 Dependent

I need an expert advice
This is regarding timing of ILR for my wife and daughter who are currently on Tier 2 Dependent, details of their visa are
1. First Tier 2 Dependent Visa issue date: 10/03/2014
2. Entry to UK: 12/04/2014
3. Current Tier 2 Dependent Visa expiry: 14/02/2019

They were out of UK only for few months so 180 days absence rule is not a problem at all.

My question is:
1. When ILR duration starts, is it visa issue date or UK entry date.
2. If visa issue date then when family will be eligible to apply for ILR. Is it 11/02/2019 ( 28 days before 5 years )?If yes then I will not need to extend their Tier 2 Dependent Visa
3. If they can apply on 11/02/2019 then of course premium service would be better but if they are not able to get appointment then would it be possible to send by urgent postal service?
Please advise!

Count from visa issued date.

Yes, if that is within 28 days before.

Yes you can use postal service application.
