10 Years route gap more than 28 days

Hi experts,
Hoping you are keeping safe.
I left UK on 18-JAN-2014 on Tier 2 ICT Short Term Visa and returned to the UK with Tier 2 ICT Long Term Visa on 05-MAR-2014.
Can my stay in the UK with Tier 2 ICT Short Term Visa count towards 10 Years long Term route to ILR?

Yes all visas are counted

The 28 day gap is not relevant here. It applies only to situations where you left the UK WITHOUT a valid visa.

Hi experts,
While the main applicant's application(Tier 2 General) is pending with home office, can we apply for the dependent Visa?
In the previous Visa application, we have paid the IHS fee for 2.5 years since the Visa duration was for 2 years and 1 month. Now, with 2 years completed, we are applying for next Visa for 3 years. We have to pay the IHS for 3 years. This leaves overlap of 6 months IHS fee. Can we claim the refund for this?

Do you mean ILR?. If so, No.. I am eligible only after 3 years.

Sorry. I couldn't create a new topic, hence I am posting my question on the same topic.
This is related to Tier 2 General. My spouse has applied for it an haven't received the decision yet. I would like to know if I can apply for the dependent Visa while we wait for the decision?
Secondly, is the IHS fee refunded for the overlapping period?
