British Passport possible?

My friend is from Romania.
He has been living in the UK for since 2007.He has been Self Employed During all those years.
He has been living in the UK more than 7 years now.

Does he needs to apply for PR ???
OR
He has to apply for British Passport Directly ???
OR
He need to apply for naturalization first??
if he needs to apply for naturalisation does he need English B1 and Life in the UK Pass Notification too??

He has to apply for British Passport Directly ??? Only a British Citizen can apply for a British passport, your friend is not British yet
OR
He need to apply for naturalization first?? Yes and your friend will need the English B1 and LIUK to apply for naturalisation plus meet all the standard requirements.
