Payslips from family member

Hello, my relative from France has moved to the UK to sponsor her spouse. She has just received her National Insurance number and is looking for work. Would it be possible (or would this go against her) if she was hired by family members / friends as a cleaner/cook and able to provide pay slips this way?

Is the relative an EU citizen?
