ILR fee after EU Settlement scheme

If anyone has ever researched or already knows about, please;

We all know that as an EU citizen/family member you get Pre-settled or Settled status depending on how long you have been in the UK continuously.Moreover it is free.

However, if you are in the 3rd year or have just completed 4th year ( like my whole family and thousands others), what will happen to us when EU Settlement scheme ends in June 2021. We won't be able apply to Settlement scheme before it ends because we will still need 3 months to complete the 5th year. So the only option is to apply for ILR which is £2400 per person which means 10 Grand for my family.

I research on the web couldn't find any reliable info.

The EU settlement scheme, under appendix EU of the UK immigration rules, is not ending in June 2021. It is the EEA/EU rules/regulation route that is ending.

Pre-settled status
If you do not have 5 years’ continuous residence when you apply, you’ll usually get pre-settled status. You must have started living in the UK by 31 December 2020.

You can then apply to change this to settled status once you’ve got 5 years’ continuous residence. You must do this before your pre-settled status expires.

If you’ll reach 5 years’ continuous residence at some point by 31 December 2020, you can choose to wait to apply until you reach 5 years’ continuous residence. This means that if your application is successful, you’ll get settled status without having to apply for pre-settled status first.

You can stay in the UK for a further 5 years from the date you get pre-settled status.

so, to my understanding,

no EU citizen/family member will be aggrieved by the EU Settlement scheme, even if they arrived in the UK recently, got Pre-settled status in a couple of months and will be able to apply for the Settled status in 2025 for free, like now ?
