I wouldn't bank of that. The DWP are getting very good at catching benefit fraudsters who have moved abroad but claim they are still in the UK: using the exit checks; using the credit agencies to check they have a credit footprint in the UK. Somebody from the Repbublic of Ireland said they recieved a IUC (Interview under cautiuon) letter and that is the CTA with no border checks! But as long as he kept a footprint by leaving some tax affairs, it may stay under the radar.
In Germany, as in most European countries except for the UK and Ireland, everybody has to register their residence with the local municipality. If you move within Germany, you register with the new municipality within 14 days of of moving. That's true between German authorities.
