To get a residence card, one needs to apply for one.
His non-EEA family members should apply using form EEA2. Their visitor status in the UK doesn't matter.

There is no need to register the marriage in the UK although his wife will need to provide a marriage certificate to prove the relationship.
Did they apply for a visitor visa from Sweden or did they get it at the border? Did they pay for the visa? If they are family member of EEA national, the visa should be free.
Ask him to read -
Residence documents for non-EEA family members of EEA nationals.

sir thanks for for reply.
they get the visitor visa from sweeden. His wife's sweedish nationality is due in december 2012.
what you suggest they have to do? If they apply for eea2 of course it would take 6 months but in december her visit visa will be finished so in that case what is the best option for them.
thanks

Have you read the link I posted?
If you did, you would have learned that a family member of EEA national has the right to live with the EEA national if they exercise treaty rights in the UK. You would also learn that applying for Residence Card is optional as the residence right is not dependent on obtaining permission from the HO.
EEA2 application can take upto 6 months but they will be legal regardless of holding a document from the HO as long as the EEA national is exercising treaty rights.
BTW - they should check but I'm not sure the wife could apply for Swedish citizenship if they don't live in Sweden any more.

I don't know about Sweden, but spouses of Italian citizens may get Italian citizenship without ever setting foot in Italy in their lives. It takes a while tough ...
